Otay River Estuary Restoration Project

Overview
The Otay River Estuary Restoration Project is a partnership between Poseidon Resources (Channelside) LP and the U.S. Fish and Wildlife Service to create, restore, and enhance 125 acres of coastal wetlands to benefit native fish, wildlife and plant species, and provide habitat for migratory shorebirds and other salt marsh–dependent species within the South San Diego Bay.
 
Purpose and Need
Poseidon committed to developing and implementing a Marine Life Mitigation Plan to mitigate environmental impacts from the Carlsbad Desalination Plant, which was completed in 2015. The Otay River Estuary Restoration Project helps fulfil this commitment.
 
The partnership between the U.S. Fish and Wildlife Service and Poseidon to restore the coastal wetlands and wildlife habitats within the San Diego Bay National Wildlife Refuge benefits the public and allows Poseidon to meet its mitigation requirements for the Carlsbad Desalination Plant.

Project Benefits
The Otay River Estuary Restoration Project will create, restore, and enhance approximately 125 acres of open water, coastal wetlands, and salt marsh habitat to benefit native fish, wildlife, and plant species within the southern portion of the San Diego Bay. In doing so, the project will:

  • Restore intertidal wetland habitat and support emergent salt marsh vegetation by replenishing the salt ponds with an estimated 750,000 to 1,000,000 cubic yards of soil.
 
  • Create new foraging, nesting, and breeding habitat for colonial nesting seabirds, migratory shorebirds, waterfowl, and salt marsh-dependent species by widening and enhancing the habitat area.
 
  • Protect and preserve endangered wildlife species, including light-footed Ridgeway’s rail (Rallus obsoletus levipes), California least tern (Sternula antillarum browni), and salt marsh bird’s-beak (Chloropyron maritimum).
 
  • Improve the habitat for threatened wildlife species, including western snowy plover (Pacific Coast population Distinct Population Segment) (Charadrius nivosus nivosus), East Pacific green turtle (Chelonia mydas), and California gnatcatcher (Polioptila californica californica)
 
Schedule
Work on the Otay River Estuary Restoration Project will begin in October 2022 and is expected to last approximately three years. Crews will be working in two primary locations (see map below), which will require hauling of materials along local roads. Construction work will take place Monday through Saturday from 7 a.m. to 7 p.m. To accommodate bird nesting season, the majority of work that will use city streets will be performed between October 1 to February 15 each year. Construction schedules are subject to change.

The Otay River Estuary Restoration Project is Under Way!
September 15, 2022
​In September, construction will begin on the Otay River Estuary Restoration Project, which includes the restoration of nearly 125 acres of coastal wetlands and salt marsh habitat in the southern portion of San Diego Bay. In preparation for this work, crews will temporarily relocate the Saturn Boulevard Bike Path approximately 30 feet south of its existing location. This will allow crews to safely haul excavated soil from the Otay River Floodplain to Pond 15. Thank you for your patience during construction.
