James M. Donnell Chairman and Chief Executive Officer
Mr. Donnell is the Chairman and CEO of Poseidon and has overall responsibility for the company's leadership and strategic direction. Mr. Donnell brings to Poseidon over 25 years of experience in natural resource management and development, including experience in major capital deployment, asset development, operations, and acquisitions.
Prior to joining Poseidon, Mr. Donnell was the President and Chief Executive Officer of Synenco Energy, Inc. where he was responsible for the development of the 100,000 BPD Northern Lights Project in the Athabasca region of Alberta, Canada. Prior to his tenure with Synenco Energy Inc., Mr. Donnell was President and Chief Executive Officer of Duke Energy North America (DENA).
Donnell graduated cum laude from Texas A&M University with a degree in mechanical engineering. He was a member and officer for Tau Beta Pi and Pi Tau Sigma (engineering honors fraternities). He is also a graduate of Harvard University's Advanced Management Program.

Andrew P. Kingman Chief Financial Officer
Mr. Kingman has 20 years of experience in the development, construction and financing of major industrial and infrastructure capital projects. He is responsible for Poseidon's strategic direction, investor relations and financing, including the innovative Tampa interim financing, the Cranston dual Private Activity Bond and taxable Private Placement structure, and the Mexican Pemex program.
Before joining Poseidon in 1997, he was an officer of AT&T Capital Corporation and General Electric Capital Corporation. He was responsible for the origination, structuring, negotiating and closing of project financing and off balance sheet/off credit structures efforts, which included partnership equity, lease equity, subordinated and senior debt investments. He has also held positions in General Electric's corporate staff and was a nuclear test engineer for General Dynamics' submarine business.
Mr. Kingman holds a B.S. in Mechanical Engineering from the University of New Hampshire and an MBA from the University of Virginia's Darden School.

Peter M. MacLaggan Senior Vice President/Project DevelopmentMr. MacLaggan has over 20 years of experience in water resources planning and management including development of several large-scale seawater desalination projects in California. Prior to joining Poseidon, he served as Executive Director of the California Water Reuse Association, Director of Water Resources at the San Diego County Water Authority and an independent water resources consultant. Mr. MacLaggan holds a B.S. in Civil Engineering from San Diego State University and a J. D. from the University of San Diego School of Law. He is a registered civil engineer and a member of the California State Bar.

Scott Maloni Vice President - Project Development
Maloni is a communications specialist with fourteen years of professional experience in media relations, public affairs and government advocacy, crisis communications, and national and local political campaigns. He is responsible for corporate communications and managing project development in the state of California.
Maloni began his career in his hometown of Washington, D.C., and worked on Capitol Hill before moving to San Diego in 1997 to serve as the press secretary and spokesman for Mayor Susan Golding. Prior to joining Poseidon, Maloni's most recent position was Vice President of Public Policy Strategies, Inc., a San Diego-based public affairs consulting firm. In 2008, Public Policy Strategies, Inc. was the recipient of the American Association of Political Consultants (AAPC) 2007 "Public Affairs Campaign of the Year" for Maloni's work on behalf of Poseidon Resources' Carlsbad Desalination Project.
Maloni attended school in Providence, Rhode Island, and graduated from Brown University with a Bachelor of Arts in Public Policy.

Jessica H. Jones Assistant Project Manager
Mrs. Jones has been working on the development of multiple large-scale seawater desalination projects located in California for the past nine years. Her focus has been on the permitting and community outreach for the Carlsbad desalination project. Mrs. Jones holds a B.S. in Business Management from Babson College. She is a member of the Board of Directors of the Boys and Girls Clubs of Carlsbad and is involved with the Carlsbad Chamber of Commerce, San Diego Women's Environmental Council, Carlsbad Hi-Noon Rotary Club, and the San Diego League of Women Voters.

Brian Dugan Director of Finance & Project Development
Mr. Dugan joined Poseidon in July 2008 after receiving his MBA from The UCLA Anderson School of Management. He is responsible for project modeling, financial analysis, investor relations, and raising project capital.
Mr. Dugan graduated from UCLA Anderson as an Edwin W. Carter Fellow, the school's highest honor awarded to the top 2% of the MBA class. Before returning to graduate school, he worked in San Diego as the Operations Manager for the California Volvo construction equipment dealer, helping grow the business from 10 employees to over 90 in five years while remaining profitable. Prior to his role as Operations Manager, Mr. Dugan excelled as the company's Finance Manager, receiving Volvo Financial Services' Top Volume Producer Award in 2004.
Mr. Dugan grew up in the Washington DC area and holds a B.S. in Commerce from The University of Virginia.
Jonathan P. Loveland, PE Vice President – Technical Services
Mr. Loveland has over 16 years of experience in resolving a diverse range of water supply and treatment issues for municipal water districts and other public and private entities.
Previously, Mr. Loveland worked for Malcolm Pirnie and McGuire Environmental Consultants, consulting on dozens of desalination, water treatment, water quality, and regulatory compliance projects. His expertise includes full-scale plant optimization studies, conceptual design and cost estimating, pilot studies, filtration and disinfection issues, and project management.
Mr. Loveland has managed several large design projects of various types and several large pilot studies, published in numerous peer-reviewed publications and presented research at dozens of industry and academic conferences. Mr. Loveland is a licensed Professional Engineer in California and belongs to numerous professional societies, including American Water Works Association, Water Environment Federation, American Chemical Society and American Membrane Technology Association.
Mr. Loveland holds a B.S. in Civil Engineering from Worcester Polytechnic Institute and an M.S. in Civil Engineering from the University of Colorado, Boulder. He attended the Environmental Engineering PhD program at the University of Colorado, Boulder.
Stan Williams Vice President - Project Development
Mr. Williams is a water resources manager with over 20 years of experience in public sector water management. Located in Poseidon’s San Jose office, Mr. Williams oversees all project development for Northern California.
Prior to joining Poseidon, Mr. Williams served for over 13 years as Chief Executive Officer for the Santa Clara Valley Water District, one of California’s largest local water agencies with an annual budget exceeding $350 million and over 800 employees. At the Water District, he oversaw an infrastructure capital program that included over 100 projects with a total funding requirement of $2.13 billion. During his tenure, the District won numerous accolades for improving water conservation and environmental stewardship.
Known as an advocate for regional cooperation, Mr. Williams was the first chair of both the San Francisco Bay Area Water Agencies Coalition and the San Francisco Bay Area Regional Integrated Water Management Plan Coordinating Committee.
Mr. Williams’ previous experience includes positions with the Federal Emergency Management Agency, the Oklahoma Corporation Commission and the City of Tulsa, Oklahoma. He earned a bachelor’s degree in political science and master’s degree in regional and city planning from the University of Oklahoma. He also earned a Juris Doctorate degree from the Columbus School of Law at the Catholic University of America in Washington, D.C.
